Registering a Phone IMEI in Bali: The 60-Day Rule
When an overseas phone needs Indonesian IMEI registration, what to do at Denpasar airport, how the tax is calculated, and when a tourist SIM is enough.

The useful part, first
Short stay: ask an official mobile operator about tourist registration. Long stay: declare the phone and register it with customs before leaving arrivals to keep the USD 500 allowance.

01
First decide whether you need customs registration
An overseas phone can use Wi-Fi without Indonesian IMEI registration. The restriction concerns access to Indonesian cellular networks. For a visit of no more than 90 days, Indonesian customs says a foreign tourist can register the handset temporarily through a mobile operator's service outlet; this is usually the simpler route for a short stay. For a longer stay or permanent local-network use, use the customs procedure.
Do not wait for day 60 to make the decision. Sixty days is the deadline for submitting a customs IMEI registration after arrival, not a promise that every foreign phone will work normally for sixty days. A travel eSIM from a foreign operator may roam on an overseas profile, but that is a different product from activating the phone on an Indonesian SIM.
02
The best moment is before leaving arrivals
If the phone will need permanent registration, declare it in the All Indonesia arrival form and go to the customs IMEI desk before leaving the airport customs area. Bring the phone, passport, boarding pass or travel document and proof of purchase if you have it. Dial *#06# or open the phone settings to display every IMEI; dual-SIM devices normally have two.
Registration itself is free. Customs duty and tax may still be due on the device. The passenger-goods allowance of USD 500 can be applied only when the device is declared on arrival in the customs area. Once you leave, the later registration route remains available for 60 days, but the USD 500 allowance is lost.

03
How the phone tax is calculated
Customs uses the assessed customs value, normally supported by the invoice, then subtracts the USD 500 passenger allowance when the declaration is completed on arrival. The current passenger-device calculation shown by customs is 10% import duty plus 12% VAT applied using an 11/12 tax base. In practical terms, VAT on that base equals 11% of the amount after import duty.
Example: customs accepts a value of USD 1,000. At the airport the taxable customs value is USD 500 after the allowance. Import duty is USD 50. VAT is 11% of USD 550, or USD 60.50. Total: USD 110.50, converted using the official customs exchange rate. This is an illustration, not a quote: customs determines the value and exchange rate.
04
If you already left the airport
Submit the online form and visit the nearest customs office within 60 days of arrival with the phone, passport, boarding pass or travel document and invoice. Customs says registration after that deadline cannot be processed through this passenger procedure. The tax applies without the USD 500 allowance, so delaying can materially increase the bill.
Check every digit before submitting. Customs allows corrections within 30 days, but fixing a typo is slower than checking both IMEIs at the counter. After approval, activation can take up to two working days. Restart the phone and contact the operator if local service still does not appear.
05
A short-stay setup that avoids the wrong queue
For a holiday under 90 days, take your passport and phone to an official operator outlet and ask for the tourist registration route. Confirm the package, expiry, data allowance and whether the registration ends with the tourist period. Avoid sellers who ask to alter an IMEI or promise permanent activation without customs paperwork.
Before paying, test mobile data with Wi-Fi switched off and keep the receipt. If you only need maps and messaging for two weeks, compare the operator tourist SIM with an international roaming eSIM; price, Indonesian phone-number access and hotspot rules matter more than the word eSIM.
